We thank you for your continuous efforts and support for the work of the municipalities and their progress towards achieving decentralization and improving their performance.
We present to you the results of our work with the project management over the four years.
Evaluation of the project over the four years (2021-2025):
1- The project is characterized by the diversity of its programs and activities (training of trainers, training of municipalities, community of practice, sub-grants, university grants, summer school, partnership between the university and the municipality, transfer of knowledge and expertise between Libyan municipalities and universities and merging them into one project, recurring meetings and their agenda and management method, formation of local teams and coordination mechanism between them, professional administrative organization for project management, and professionalism in work.
2- Forming a team of trainers (localizing training in universities and municipalities), and we at Asmariya University have greatly benefited from this training for trainers, as our view of training and the benefit it provides has changed, and also in acquiring new skills through which the university professor has transformed from a lecturer and information educator to a trainer who possesses new skills and methods in transferring information and transforming it into a practical experimental reality, and in how to deal with adults and employees instead of students, and this has encouraged many professors who received training to transfer their skills to the university environment and service sectors in the municipality Zliten. Many other professors are also asking to transfer this experience to them, which is what prompted us after the project ended to organize a workshop at the university where trainers from the beginning of Unit Zero to Unit Six would meet, and talk about their experience in the Rebuild project in training and training trainers.
3- Linking universities to the practical reality in their municipalities and moving from the academic environment to field work and interaction with the municipal council and the service and production sectors within the municipality had a positive impact on the Zliten municipality and the university together, and this is credited to the Rebuild project in transferring the experience of the Trento province to Libya.
4- The approach followed in training, whether for trainers or trainees, is considered distinctive and relies on many methods to improve skills and transfer experiences and skills such as collaborative education and experiential learning in addition to continuous and self-evaluation of training at the beginning and end to determine the gap between the beginning and end of training, and we must not forget the facilitation strategies for training.
5- The community of practice had a positive impact, as transferring successful experiences in water and waste management had an impact on the Zliten Municipality when we participated with the Urban Planning Office and the Environmental Sanitation Office with the Gabes Municipality in addition to writing our report on the two meetings and transferring recommendations to the Municipal Council. The benefit was very valuable.
6- The involvement of professors from the Asmariya University in attending training courses and nominating some of them to attend remote courses in water and waste management had an important impact on the Asmariya University, as the experiences that the Rebuild project used were at the level, especially since the Zliten Municipality suffers from a problem in water management.
7- The sub-grant provided to the Asmariya University was considered as a localization of the Rebuild project approach in Libya, as the establishment of a special office for the project and the creation of an archive for all Rebuild works to be preserved in it, as well as a meeting place for all trainers who participated in the project in training municipal employees, and also a point of contact and coordination with the municipality in the future, and the latest of which is the creation of a training guide, all of this work is part of the impact that the project will leave in the future on the municipality and the university.
8- As the official of the Asmariya University in the Rebuild project, frankly, my compass has shifted from the field of public administration to the field of local administration, and for your information, I am now a candidate from the Asmariya University to evaluate a proposal for a local government system in Libya submitted by the Libyan House of Representatives. We should not forget the motivation that made us write many research papers on topics in local administration (e.g. crisis management at the municipal level, local development, management of local financial resources, etc.), and the participation of university students in joint research projects on local administration in Libya, as well as benefiting from the experiences provided by the project, training programs and repeated meetings, all of which supported our experience and enhanced our skills in this field, and all of this is credited to the REBUILD project and its unlimited support for local teams and their activities.
